• Bangladesh Bank’s incentive fund to reopen closed factories has paid out only Tk 561 crore of its Tk 20,000 crore allocation in five months, under 3%.
• Another Tk 929.5 crore is being processed. The fund is part of a stimulus package announced at Tk 60,000 crore and later raised to Tk 62,000 crore. The report does not say how many factories have reopened.
• Loans are meant to carry interest of up to 7%, with the government covering the remaining 6 percentage points. Industry insiders say factories are not benefiting as intended and face problems such as fuel shortages.

• বন্ধ কারখানা চালুর জন্য বাংলাদেশ ব্যাংকের প্রণোদনা তহবিলের বরাদ্দ ২০ হাজার কোটি টাকা। পাঁচ মাসে ছাড় হয়েছে মাত্র ৫৬১ কোটি টাকা, যা ৩ শতাংশেরও কম।
• আরও ৯২৯ কোটি ৫০ লাখ টাকার ঋণের প্রক্রিয়া চলছে। তহবিলটি ৬০ হাজার কোটি টাকার প্রণোদনা প্যাকেজের অংশ, যা পরে ৬২ হাজার কোটি টাকায় উঠেছে। কত কারখানা চালু হয়েছে, প্রতিবেদনে তা বলা হয়নি।
• ঋণের সুদ সর্বোচ্চ ৭ শতাংশ হওয়ার কথা। বাকি ৬ শতাংশ ভর্তুকি দেবে সরকার। শিল্প-সংশ্লিষ্টদের মতে, কারখানাগুলো আশানুরূপ সুবিধা পাচ্ছে না। জ্বালানি-সংকটের মতো সমস্যাও আছে।
